Perpetuation of Past discrimination means maintaining a neutral employment policy or practice which perpetuates past discrimination.

Person |
A person can mean any natural person, corporation, partnership, and unincorporated association, State or local government, and any agency, instrumentality, or subdivision of such a government.

Placement goal |
A placement goal is an objective or target reasonable attainable by means of applying every good faith effort to make all elements of the affirmative action program work. A goal is not a quota.
